By the time an opportunity posts, the work is mostly done.

The agency scoped it months ago. They talked to vendors. They already have potential vendors in mind.

You’re auditioning for a part that was cast before you ever read the script.

The companies that win were in the room early.

They knew the requirement was coming because they studied the buyer, not the bid board, not the SOW, not the evaluation criteria.

You do that with research. Past awards, contract end dates, spending history.

It’s all sitting in public data while everyone else waits for an email.

Better yet, you pick up the phone and get real intelligence.

You know their pain points. You know their priorities. You influence the opportunity to be a fit for your offering.

Stop waiting for the post. Go find the buy before it becomes one.

The full playbook is in the book. Research, Strategy, Execution:

Stay strategic.

FACT: Developing an effective government business development strategy usually takes years. Waiting until the economy is in recession to pull the trigger on a plan can doom it from the start as this strategy takes time and resources to develop….items that seem to be more scarce when the economy is in a downturn.
